Pumlen Pat Khoidu, Lamjao Kanba Apunba Lup perturbed by DC’s eviction notice

Pumlen Pat Khoidu, Lamjao Kanba Apunba Lup (LUP) has written to the Prime Minister and Chief Minister of Manipur as well as to the DC that issuing such an order stating that it is a fundamental violation of Article of 21 of the Indian Constitution which guarantees Right to Life and Livelihood to communities.

The Pumlen Pat Khoidu, Lamjao Kanba Apunba Lup (LUP) is greatly perturbed by the Deputy Commissioner of Kakching’s Notification No.8/01/2017/Rev-Gen/DC-KCG/, dated March 23 which stated that the whole areas of Pumlen Pat is being notified for eviction of encroachers and that the residents will have to vacate within 30 days i.e. TODAY 23 April 2021 of the notification.

According to a press release, the LUP said that in response to the notification, a representation was forwarded to to the Prime Minister and Chief Minister of Manipur as well as to the DC stating that issuing such an Order under Section 11 of Manipur Land Revenue and Land Reforms act of 1960 is a fundamental violation of Article of 21 of the Indian Constitution which guarantees Right to Life and Livelihood to communities including those of Pumlen Pat.

The residents of villages situated in Pumlen Pat area are namely, 1. Nongmaikhong, 2) Arong Khunjao, 3) Arong Khunou, 4) Tokpaching, 5) Sarik, 6)  Hiyangkhong, 7) Konuma, 8) Sekmaijin Khunou, 9) Sekmaijin, 10) Khoidum Lamjao, 11) Tera Pisak, 12 Hiyanglam, 13) Hiranmei, 14) Lamjao, 15) Langmeidong, 16) Thounaojam, 17) Yangdong, 18) Elang Kangpokpi, 19) Thongjao, 20) Waikhong, 21) Komnao, 22) Langoipung, 23) Yangbi, 24) Kaching Khunou & 25) Thongam; and the government have termed the yelhoumee residents as encroachers despite the fact that these villages have been fishing and farming  since time immemorial.

This Lup also condemns the DC’s Notification as extremely inhuman as both the PM of India and CM of this state have asked people to stay home during this COVID 19 pandemic, but here this DC is trying to enforce displacement and homelessness during this covid crisis by labelling as ‘trespassers” – which is an arbitrary law that does not respect any of the ways of life and livelihood of wetland ecosystems.

The Lup have asked for an immediate withdrawal of the Notification as it has given enough fear and that the DC must bear all responsibilities for loss of life, damages and trauma claused by this notification and if action is taken up by this DC.
