Former IAS officer urges people to vote one who can steer bureaucrats

Halang Village Authority holds a blessing programme for Ningam Chamroy.  “It is the elected members who are at the helm of governance; it is the elected members who are driving the administrative mechanisms,” he said.

Stressing on the importance of electing the right persons to represent them, retired IAS officer Ningam Chamroy on Friday said, “If we elect the wrong person to represent us every five years without knowing their background or their calibre, it will be our loss. What matters is not good governance, but how to bring about good governance.”

Stating that it is the elected members who are at the helm of governance; it is the elected members who are driving the administrative mechanisms, Ningam Chamroy, who is planning to plunge into electoral politics and join the fray in 45-Chingai Assembly Constituency, said, “The one we elect must have the wisdom to steer the officers, IAS, IPS, bureaucrats in different directions like driving a vehicle, and if he is not capable, our development will get stunted. If we elect the wrong person, development will slow down.”

He was speaking at his blessing programme organised by the Halang Village Authority at Halang Ground, Ukhrul District, Manipur.

Sharing briefly why I want to join politics after retiring from government service, he said many had talked about his work. “I was only doing my responsibilities for which I was paid. I am grateful to those who have lauded me for doing my job. But, it is not those with government jobs who are going to bring all round development, improve our standard of living. They are confined within their job,” he added.

“Their responsibility is to be sincere and honest to their work. It is the elected members who are at the helm of governance; it is the elected members who are driving the administrative mechanisms,” he said.

Ningam Chamroy further said, “My aim is to serve the people and that is the reason why I have decided to contest in the forthcoming election of State Legislative Assembly of Manipur. Let us participate in the governance for our own posterity and growth. Invoking the blessing of God before starting any activities is our dharma and I am thankful to everyone for your presence and blessing. Success can be achieved only through your blessings, support and cooperation.”

Headman of Halang, Wungmaling Huileng in the presence of around 1,800 strong supporters gave blessing to Ningam Chamroy.

Wungmaling Huileng, while invoking the blessing of God along with the 14 head of clans of Halang village, stated that “if elected give first priority to Chingai Constituency and second to his native village Halang.

Secretary of Halang Village Chingri Hungron stated that “this is a history in the making for the village of Halang. For the first time, citizens from Halang village will be contesting in the state legislative assembly of Manipur.”

President of Halang Shanao Long, Charmis Chamroy stated that “this is a historic moment for the Halang Village. Ningam Chamroy has been a source of strength for the Halang Shanao Long. “I believe, not only for Halang, he will be a great asset for the 45-Chingai Assembly Constituency and Manipur State as a whole,” she added.

Headman of Ringui, Wungmatem Ahum stated that “no candidate from 45-Chingai Assembly Constituency has ever been elected consecutively for two terms and no representative from 45-Chingai Assembly Constituency has been allotted with good portfolios. That is the reason why we are always lagging behind as compared to other constituencies.

“We really appreciate Ningam Chamroy, an educated and experienced person for volunteering to serve the people of 45-Chingai Assembly Constituency. I believe he has the mandate of the people and if he is elected he will do justice. If the BJP does not give their party ticket to Ningam Chamroy, we will assume that the party does not understand the emotion of the people and we will not have faith in the BJP party anymore. This, I will boldly state in front of the party leaders and workers who are gathered here today. We will work and ensure victory for Ningam Chamroy.”

Headman of Peh, AS Mawonshang stated, “The support shown today should be taken seriously by the BJP. His past achievement and contribution cannot be denied, we have seen and witnessed enough of his capabilities.”

President of BJP Ukhrul District Yarthotthing Kashung stated “with a record of 18 crore Karyakartas, the BJP is for everyone. Under the leadership of PM Modiji, the party is for all and we are elated to have Ningam Chamroy, a qualified person as BJP intending candidate from 45-Chingai Assembly Constituency.”

President of Chingai Mandal Bejoy Shatsang, Ngaitheng Yangya, former President of Block Congress Committee (BCC) of 45-Chingai Assembly Constituency Isreal Zimik who tendered his resignation from active and primary membership of INC along with 14 Executive Members of 45-Chingai BCC spoke at the programme.

Headmen and Chairmen from 33 villages of 45-Chingai Assembly Constituency attended the blessing programme. Fame Tangkhul artists, Ngathingpam Tangvah, Chungsangla Jajo, Yarshim Wungsek and Winso Chamroy enthralled the gathering with their beautiful numbers adding more colours to the programme.
