SCERT director defies HC ruling, issues notification despite being suspended

In clear disregard of Manipur High Court order, director SCERT Jim G Tingujam on Wednesday issued a notification though the court had stayed the Manipur Government’s order engaging him as director SCERT on in-charge basis on Tuesday.

In its order, the high court has clearly stated that in the light of the order passed by the high court on 22-05-2020, directing the authorities to maintain status quo obtaining as on that date, the order passed by the authorities disturbing the status quo unilaterally and placing Jim Golden Thingujam in the post of Director (SCERT), Government of Manipur, on in-charge basis, is suspended.

Jim G Tingujam issued the notification as director SCERT despite being suspended by the court. The notification was in connection with the postponement of a meeting scheduled for June 9.

The notification signed by Jim G Tingujam as director SCERT, Government of Manipur reads, “It is hereby informed to all the Principals of DIETS/Institutes, including Hindi Teacher training institute and ibotombi Institute of Education that the meeting which is scheduled to be held on 09 June (Thursday), 2022 at 12:30 P.M. at the Directorate of SCERT, Lamphelpat stands postponed due to some administrative reason.”

“New date shall be intimidated as and when fixed again,” it added.

“Issuing such a notification by Jim G Tingujam as Director SCERT is clear disobedience of Hon’ble High Court of Manipur order dated 7/6/2022 as he cannot hold the post after the verdict,” said Sukham Premjit Singh, who approached the high court against the state government June 1, 2022 order assigning Jim G Thingujam, whose promotion to Joint Director (SCERT) has been under judicial scrutiny, to hold the charge of Director (SCERT).
