Rescind Speaker’s ‘unconstitutional’ order, says Hill Areas Committee

ATSUM, KSO-GHQ, ANSAM and ATSUM Federating Units hail HAC’s stand and decide to boycott the Manipur State Government’s program “Go to Hills 2.0”. Students’ bodies set a September-9 deadline to withdraw the order and threatened intense agitation.

Hill Areas Committee held an emergency meeting in the office chamber of the chairman of Hill Areas committee (HAC) on Monday to discuss the order issued by the Manipur Legislative Assembly Secretariat on September 1, 2021.

The meeting resolved that the recent order appointing additional members from unscheduled areas other than what is specified in the First Schedule of the Presidential order of 1972 is unconstitutional and thus must be rescinded immediately as demanded by constitutional mandate and in the ends of justice.

The meeting also decided to submit a representation in the form of a memorandum to the authorities concerned at the earliest to highlight and address issues concerning the Hill Areas Committee for redressal.

The meeting, chaired by HAC chairman K Leishiyo, was attended by 11 HAC members — Awanghow Newmai, V Hangkhanlian, D Korungthang, DD Thaisii, TN Haokip, Gaikhangam, N Kayisii, Nemcha Kipgen, Khashim Vashum, Yamthang Haokip and Alfred Kanngam Arthur.

Meanwhile, ATSUM, KSO-GHQ, ANSAM and ATSUM Federating Units appreciated the stand adopted by the HAC meeting wherein the Speaker’s order was termed as unconstitutional and for demanding rescind of the said order.  

They also held a joint emergency meeting at ATSUM office in Adimjati Complex in Imphal to discuss the prevailing socio-political situation of the state arising due to “arbitrary and unconstitutional order” of the Manipur Legislative Assembly Speaker.

The meeting chaired by ATSUM president Paotintbang Lupheng decided to boycott the Manipur State Government’s program “Go to Hills 2.0”.

They demanded for convening a Special Manipur Legislative Assembly Session to discuss the Manipur (Hill Areas) Autonomous District Councils, Bill 2021 recommended by HAC.

They threatened to undertake intense form of agitations if the order of the Speaker, Manipur Legislative Assembly for induction of 8 MLAs of Assembly Constituencies from unscheduled areas as members of HAC is not revoked/rescinded by September 9.
