Litan Area Land Committee serves ultimatum to Ukhrul DC

Resolve the separate issues of Litan and Sikibung villages within three-week time, failing which necessary democratic action would be initiated, said the ultimatum

Litan Area Land Committee (LALC) on Thursday served an ultimatum to the Deputy Commissioner of Ukhrul to resolve the separate issues of Litan and Sikibung villages. The committee has given three-week time, failing which necessary democratic action would be initiated.

The ultimatum reads, “This is an ultimatum to the competent authority in the matter of two aggrieved village headmen namely VS Deepak and Wungreikhan Kasar of Litan and Sikibung villages respectively.  VS Deepak and Wungreikhan Kasar are the bonafide and undisputed headmen of Litan and Sikibung villages respectively.”

It further said both of them have been subjected to deliberate ignorance and neglect from the part of the competent authority for long. They had already filed their representations to the competent authority but they are being meted out with step-motherly treatment with extreme biasness. Both the issues are pending before the respected Deputy Commissioner however there is no attempt to resolve the issue from the part of the competent authority.

According to the ultimatum, VS Deepak, Headman of Litan Village had already submitted a representation dated 18-01-2021 concerning the issues of exclusion of Litan Village from the land acquisition and the subsequent award of Compensation u/s 3G & 3H of the National Highways Act 1956, in respect of acquisition of land for development of National Highway No. 202 for the proposed plan of expanding road plying from Yaingangpokpi-Ukhrul-Jessami.

He has been facing continued threats from the villagers and Chief of Mongkot Chepu after filing the representation. The authority has failed to take up concrete action to resolve his matter till now.

Wungreikhan Kasar, Headman of Sikibung Village filed a representation to maintain the village boundary between Sikibung and Sareikhong villages. This matter is pending for more than 5 decades. His last representation was addressed to the DC, Ukhrul on 18-01-2021. Hon’ble High Court of Manipur had already given its ruling to consider the representation to the DC, Ukhrul. There is no step taken up by the authority concerned.

Now, Litan Area Land Committee considers the actions of the competent authority to be uncooperative, unresponsive and utterly irresponsible and as such, the committee lays down the following demands to be fulfilled within three weeks from the receipt of this ultimatum.

1. The Competent Authority should determine and dispose of the representations filed on 18-01-2021 by  (i) Shri. V.S. Deepak, Headman of Litan Village in the matter of land acquisition and compensation and

(ii) Shri. Wungreikhan Kasar, Headman of Sikibung Village in the matter of maintenance of village boundary between Sikibung and Sareikhong village.

2. Litan Village should be inserted in the Gazette Notification or any other pertinent Notification for the acquisition of land in the rectified order and specify the amount of compensation.

3. Any process and proceedings of compensation in relation to Litan, Sareikhong and Mongkot Chepu villages should be stopped immediately.

“Therefore, the committee lays down this ultimatum to resolve issues highlighted above within three weeks’ time by the authority failing which, the committee will be compelled to take up the following actions :-

1. The committee shall take up all sort of agitations, any cause of untoward incident will be responsible by the Competent Authority.

2. The committee shall oppose to land acquisition and related works in the areas of road stretch from Thoye to Ramva Village, Ukhrul district until the aggrieved headmen’s representations are disposed of judiciously.

3. The committee shall object and oppose any suppression of rights mounted from any stakeholders who try to manipulate and fabricate the boundaries of Villages of Litan area to the great disadvantage of villagers concerned.”

The ultimatum was jointly signed by Yurthing Kasar, Convenor – Litan Area Land Committee and Ramreichan Keishing, Secretary Litan Area Land Committee.
