Funds for construction of schools in Heirok siphoned off: AMSU

All Manipur Students’ Union (AMSU) on Tuesday alleged that funds for construction of three schools have been siphoned off without constructing any structures for two schools and incompletion of another in Heirok, Thoubal district. The schools were supposed to be constructed under Sarva Shiksha Abhiyan (SSA), Manipur in 2012-13. 

Addressing media persons at the student body’s head office, DMU campus, Imphal, AMSU general secretary Vikramjit Thongam said that the development came to light after members of the student body inspected the schools under AMSU’s Campaign for Total Education. 

Three individuals — Kh premkumar, L Jiban Meitei and Th Subol — had withdrawn Rs 24,30,837 in the name of constructing a school at Enganglok Macha, which was supposed to be constructed with a budget of Rs 32,84,000. But when the student activists inspected the site, the construction had not been done, Vikramjit alleged. 

Similarly, for a school which was supposed to be constructed at Malei Lampak with a budget of Rs 32,84,000, two individuals — N Gunadhor and H Loken — had withdrawn Rs 15,68,846, he added. 

Another school at Heirok Engalok Achouba, which was supposed to be constructed with a budget of Rs 8 lakhs, was found incomplete without any doors, windows, flooring, etc. But three individuals — Kh Hemanta, Kh Subash and Kh Lembi — had withdrawn Rs 6 lakhs, he alleged. 

Vikramjit further said that the matter was reported to the officer-in-charge of Heirok Police Station by the zonal education officer of Thoubal district on September 27, 2018. Unfortunately, no further reports have been made regarding the complaint, he added. 

Alleging that the then government and department must be involved in siphoning of such public funds, Vikramjit urged the present government to punish the culprits.
