‘Convene special Assembly session to table ADC Bill, 2021’, ATSUM reiterates its demand

In a consultative meet, ATSUM also declared that the reason for the withdrawal of Assembly Speaker’s order on induction of valley MLAs into HAC was “unacceptable”. The students’ body said it was not based on the ‘Rules of Procedures and Conduct of Business of the Manipur Legislative Assembly read with Article 371C.

All Tribal Student’s Union of Manipur (ATSUM) held a consultative meeting with CSOs of Ukhrul District on Saturday at an undisclosed place at the district headquarters.

The main agenda of the ATSUM’s consultative meet was to discuss the Hill Areas Committee (HAC) recommended Manipur (Hill Areas) Autonomous District Council Bill, 2021.

It was resolved in the meeting that “the Manipur state government should convene a special session of Manipur Legislative Assembly to table the HAC recommended ADC Bill, 2021.” ATSUM also declared that the reason for the withdrawal of Assembly Speaker’s order on induction of valley MLAs into HAC was “unacceptable”. The students’ body said it was not based on the ‘Rules of Procedures and Conduct of Business of the Manipur Legislative Assembly read with Article 371C.

The consultative meet also endorsed that the “decision of the ATSUM to boycott the state government programme ‘Go to Hills 2.0” while resolving to continue the boycott movement “until the HAC recommended ADC Bill 2021 is tabled and the speaker’s order is withdrawn” with appropriate reason.

The meeting was attended by representatives of ATSUM, All Naga Students’ Association, Manipur (ANSAM), Kuki Students’ Organisation (KSO-GHQ), Kuki Students’s Organisation (KSO-Ukhrul), Tangkhul Naga Long (TNL), Tangkhul Shanao Long (TSL), Tangkhul Katamnao Saklong (TKS), Tangkhul Mayar Ngala Long (TMNL) and Tangkhul Naga Wungnao Long (TNWL).
