Shift office of EE from Lamphelpat to Bishnupur: Loktak farmers committee

The committee said the old LLI Project is to be executed as a new project in a time bound programme for supplying irrigation water to the farmers so that they can double their incomes under the chief minister’s guidance and initiatives.

Loktak Lift Irrigation Farmers Development Committee urged the chief minister of Manipur to shift office of the Executive Engineer, Irrigation Maintenance Divn. Il of Water Resource Department, Govt of Manipur to Bishnupur District Headquarters which was the original office location of two divisions office of Loktak Lift Irrigation Project stationed from 1973 to 1990.

In a representation to Manipur chief minister N Biren Singh on June 5, the committee and farmers under the command area of LLI Project of 10 Assembly constituencies expressed gratitude for Biren’s initiative of giving new life to the LLI Project after a long 30 years of defunct by the past governments.

“We are also very indebted to you for the planning of modernisation as well as renovation of the defunct project by framing a new revise cost for overall repairing of four Main Canal Systems of nearly 105 km length, cross drainage works including replacing of the old pumps/transformers of three nos of Pump House by new ones of Modern Technique,” it said. 

Now, the committee said the old LLI Project is to be executed as a new project in a time-bound programme for supplying Irrigation water to the farmers for doubling their incomes under the chief minister’s guidance and initiatives. But the office of the Executive Engineer, Irrigation Maintenance Division No Il of the Water Resource Department, Government of Manipur is situated at Lamphelpat, a far away from the project site. 

The committee argued that the local farmers are facing a lot of problems to redress their grievances as no project authority are available at the times of their needs at the work site as well as at the office; on various problems like timely coordination for the availability of water for cultivation, problems during the flood period, need for land demarcation for the lost canal boundary, water tax revenue collection, and proper distribution of canal water to the paddy fields etc. Further day-to-day supervision of field works is also required by the project authority.
