All Manipur Bar Association Expels Two Members Over Non-Compliance, Prejudicial Acts

All Manipur Bar Association (AMBA) has officially terminated the membership of two of its senior members, Kangjam Birendra Singh, Advocate, and Yendrembam Kiran Singh, Advocate, following their failure to comply with directives issued by the association’s Enquiry Committee. The decision was made at an urgent Executive Committee meeting held on January 25, 2025, and was announced in an official order issued on February 3.

According to the order, signed by AMBA Secretary Maisnam Johnny Meitei, the issue arose from a report submitted by the Enquiry Committee on December 7, 2024. The committee, chaired by Khaidem Mani, Sr. Advocate, with Advocate L. Jayanta Roy as a member, had investigated allegations of misconduct related to the two advocates’ participation in the Nations Cup held at St. Tropez, France.

Despite repeated instructions from the Enquiry Committee, both individuals allegedly failed to provide their written statements and supporting financial documents, such as affidavits and account statements, regarding their journey to the event. “It is revealed that despite directions by the Enquiry Committee…they have ignored to submit the same before the Enquiry Committee till the last proceeding,” the order stated, emphasizing that the lack of cooperation hindered the committee’s ability to prepare a conclusive report.

The Enquiry Committee’s report concluded that the acts and omissions of the two advocates were “prejudicial to the interest of the Association,” citing their willful non-compliance as grounds for disciplinary action. The Executive Committee of AMBA, invoking Regulation 8 (1)(b)(iv)(v) of the association’s Bye-Law, resolved to revoke their membership.

The order explicitly states: “There is sufficient ground for passing a resolution…for ceasing their membership.” It further clarifies that the decision was unanimous among the Executive Committee members present at the meeting.

The termination has been communicated to the individuals concerned and has been circulated to relevant stakeholders, including the AMBA notice board and the media. Copies of the order have been dispatched to Shri Kangjam Birendra Singh and Yendrembam Kiran Singh for their records.

This move underscores the association’s commitment to upholding accountability and ensuring that its members adhere to its standards and regulations. Secretary Maisnam Johnny Meitei signed off the order, reinforcing AMBA’s stand on the matter.
