Congress demands data on Oxygen, ambulance, ventilators, COVID beds in Manipur

“Where is the functioning dashboard on a real time basis, operated by war room to combat the second wave of covid pandemic in Manipur? Is there a dedicated 24×7 war room on COVID situations in Manipur,” asked Congress spokesperson Ningombam Bupenda Meitei.

Manipur Pradesh Congress Committee (MPCC) demanded the BJP led Manipur Government to disclose in public the data about the Oxygen crisis in the state along with the data on ambulances, COVID beds and ventilators amongst others. 

Speaking to media persons, virtually, on Saturday MPCC spokesperson Ningombam Bupenda Meitei posed a series of questions to the state government regarding the oxygen crisis, ambulance shortage and covid issues in Manipur at present. 

He demanded the state government to disclose the projected demand of Oxygen for Manipur, the daily requirement, in metric tonnes, and the daily Oxygen demands of each district in the state. 

Bupenda also demanded to make public the buffer stocks of Oxygen in case of emergency in the state. When can Oxygen supply reach COVID patients who are in home isolation, he asked. 

He also demanded the state government to disclose the Oxygen (Liquid Medical Oxygen in MT) allocation for Manipur from the central pool. Can Oxygen Express train reach Jiribam of Manipur to bring Oxygen for the state, he asked. 

The Congress spokesperson also demanded data on the quantities (in Metric tonnes) available of oxygen for the requirements of — current stocks, average daily consumption and storage capacity for hospitals, average daily consumption and storage capacity for re-fillers, and total Metric tonnes of Oxygen required for hospitals and re-fillers for the state. 

Bupenda further enquired about the compensation from the state government to the families of COVID patients who died due to oxygen shortage, whether in hospitals or in home isolation. 

He also demanded the state government to provide the number of functioning government ambulances in each district of the state. How many District Hospitals are having functional ICU facilities equipped with ventilators and doctors and staff to treat COVID patients, he enquired. 

On vaccination, Bupenda demanded the state government to disclose how long the state government will take to vaccinate all the eligible population of the state. When will the second dose of those vaccinated with the first dose take place in Manipur, he asked. 

On chief minister N Biren Singh’s announcement that free vaccination will be provided to those between 18 and 45, he enquired for how many days the free vaccination will take place in every district of the state. 

Mentioning the reported CM Biren’s statement: “increased the number of doctors and nurses”, Bupenda countered that how the number of doctors and nurses can be increased without permanent recruitment of doctors and nurses. Why can’t there be a permanent recruitment to strengthen health systems to combat the second wave of COVID-19 pandemic in Manipur, he asked. 

He further enquired on how a common man can know the daily available oxygen beds fully equipped with ventilators and ICUs in every district hospital and private hospital of the state.

The Congress spokesperson further demanded the state government to disclose the amount of money released by the state government to buy pulse oximeters and medicines for providing them free of cost to the COVID patients in home isolation, as reportedly stated and posted by the chief minister on social media on Friday. 

“What is the percentage of state GDP which has been utilised to combat the second wave of COVID-19 pandemic in the state? How many crores of rupees have been released from the state exchequer to fight the second wave of covid pandemic,” he asked. 

The Congress spokesperson also enquired about the results of the genomic sequencing of COVID samples sent from Manipur and the status report of black fungus (mucormycosis) cases in the state. 

Bupenda contended that if these issues are acted upon by the state government then there is a strong possibility of succeeding in the united fight against COVID pandemic in its third wave, and further enquired about the steps being taken up by the state government to prevent the third wave of COVID-19 pandemic in Manipur. 

Replying to a query Bupenda asserted that if the state government does not give a reply to these queries as soon as possible, MPCC will keep on reminding them. He also urged the state government to call an all political party meeting at the earliest.
