Alleging violation of PMGSY guidelines in the ongoing construction of (PMGSY-II package no MN09137 l021) Leiting to Hangkaw via Apong Village, the Apong Village Council has urged chief minister N Biren Singh for intervention in the issue. The construction works have been diverted to the old PWD road which is against the official GPS survey conducted in June and July 2021, it claimed.
The ongoing PMGSY road construction from Leiting to Hangkaw via Apong has diverted the route to old PWD road about 2km, which is against the official alignment and accuse the MSRRDA of failing to comply with the guideline of PMGSY, it stated.
In this regard, headman of Apong Village, Kelvin Singlei on behalf of the Apong Village has submitted a representation to the chief minister of Manipur for kind intervention and urging to constitute necessary procedures to initiate the PMGSY as per the GPS survey alignment.
“The PMGSY package No. MN09137 L021 Leiting to Hangkaw via Apong Village with a stretch of 23 kms, which would cover and benefit the 3 villages viz. Apong, Hangkaw and Leiting, was sanctioned in the year 2017 – 18. Yet the work could not be materialized on time owing to many reasons not known to us,” the representation stated.
“On April 28, 2021, Worshang Hungyo, Deputy Commissioner, Kamjong District called for an official meeting with representatives from Apong, Hangkaw and Leiting where Executive Engineer and SO from MSRRDA, Contractor, SDOs of Kamjong and Phungyar Block were present. As an outcome of the meeting the official survey was carried out with three SOs from MSRRDA, Contractor, villagers of Apong and Hangkaw on 16th & 17th June 2021.
“The total distance covered as per GPS reading from Hangkaw to Apong and Apong to Maklang River is about 13.7 kms approximately and on July 2, 2021 the survey team comprising five SOs from MSRRDA, Contractor, Apong and Leiting representatives conducted the survey from BRTF Phungyar Road Leiting to Maklang River. The total distance covered as per GPS reading is 8.47 approximately. The surveyed total distance covered as per the GPS reading from Leiting to Hangkaw via Apong is 22.17 km approximately.
“Despite the work sanctioned of 23 kms stretch and agreed upon official surveyed alignment, the PMGSY Leiting to Hangkaw via Apong village does not comply with the guideline of PMGSY and have diverted the road construction to old PWD Hangkaw road which is against the official GPS alignment taken.
“Owing to the insincerity of the MSRRDA in executing the work and after being an appeal letter forwarded to the concerned departments on 07/07/21 bears no suitable action, I am compel to seek for your kind intervention that will be fair and just to all the three villages. I on behalf of the villagers would also like to submit our humble suggestion i.e. to stop the ongoing construction of road toward PWD road at Hangkaw village which is against the PMGSY alignment taken.”
Apong Village falls under Kamjong Sub-Division, Kamjong District, Manipur. Around 50 households residing, the village has a population of 229 of which 106 are males while 123 are females as per Population Census 2011.
