State govt shifting medical college from Mata village, Zomi CSOs write to Centre

Indicating huge trust deficit towards the state government, Zomi and Vaiphei civil society organisations shot of a joint memorandum directly to Union Home Minister Amit Shah alleging the state government’s dubious plan to shift under-construction medical college at Mata village in in Churachandpur to K Mongjang village in Chandel.

The memorandum signed by the Mata village chief and office-bearers of Zomi Student Federation (ZSF), Vaiphel Chief Association, Zomi Chief Association, Zomi Youth Association and Zomi Mothers’ Association sought the immediate intervention from the home minister in the matters.

Though the N Biren-led Government is targeting to inaugurate the college and start classes as one of its 100 days achievement at its temporary location in District Hospital Campus, the Health Minister of Manipur’s visit to K Mongang on June 11, 2022 has triggered the feeling of distrust.

As per the memorandum, the State Cabinet on 15 September. 2020 decided to locate the Medical College near Mata Village towards the South of Churachandpur Town as Vugzamuan Valte w/o (1) VK Tawna donated 25 acres of land, free of costin public interest. The State Government prepared a detailed DPR based on the donated land at Mata Village and was approved by the Ministry of Health, Government of India. After completion of all formalities, Union Home Minister Amit Shah has laid Foundation Stone through virtual program on 27 December, 2020.

The memorandum claimed that to expedite early start of the construction, the state government immediately released funds for construction of the approach road from NH-1028. The tender process of the work was completed and construction work was awarded to Keystone Infra Pvt. Limited. They have completed more than half of land development and certain structures being constructed in the Campus as on date (photos enclosed for reference).

The memorandum said the progress of works is extremely commendable and development works are undertaken smoothly. However, they were shocked to learn from reliable sources that some quarters of the State Government developed the idea of shifting from Mata Village to K. Mongjang Village without valid rounds and justifications, it added.

“We are stunned upon the news that the Hon’ble Medical Minister of Manipur visited another location at K. Mongang on 11 June, 2022 as a preliminary survey when works had already commenced at Mata Village,” they said in the memorandum.

They wondered why the Government’s concrete decision on National Projects, having national importance be reversed/shifted with the influence of personal or communal calculations. If the location of the Medical College is shifted from Mata Village to K. Mongjang Village at this stage, the public will have negative impression and feeling of alienation by the BJP-led Government, they said

They urged the union home minister to intervene on the matters so that the existing construction works at Mata Village continues without any interruption for an early completion and commissioning of the historic Medical College in Churachandpur”
