The NSF directive also stated that all Federating Units and Subordinate bodies of the Federation should hoist a “Black Flag” in their respective jurisdiction as a mark of protest against the imposition of the draconian “Armed Forces Special Powers Act 1958” in the state.

Besides this, the units were also asked to take steps in-order to ensure that similar exercise is carried out in all Naga villages.
The NSF stated that it endorsed the Executive Council of the Federation to take up any steps for immediate repeal of the “atrocious AFSPA.”
It further directed all units to ensure that the resolutions are strictly implemented in their respective jurisdiction and cautioned that defaulting units would attract “befitting actions” from the Federation.
