MHRC orders Manipur govt to pay compensation to Y Bimol for illegal arrest

Bimol had been apparently picked up by the police for addressing an election rally at Yumnam Leikai in support of Thounaojam Brinda, a candidate of Yaiskul Assembly Constituency in the last general election of the Manipur Legislative Assembly.

Manipur Humans Rights Commission (MHRC) has ordered the government of Manipur to pay Rs 50,000 to Yumkhaibam Bimol Meitei as interim compensation for illegal and arbitrary arrest within one month.

In an order passed on July 5, MHRC said that the same amount can be recovered from “arresting police personnel”. The chief secretary, government of Manipur has been ordered to submit the compliance report too.

It may be mentioned that Yumkhaibam Bimol was illegally and arbitrarily arrested for being an alleged overground worker of the proscribed KYKL in connection with FIR No. 116(12)2021 Lilong Police Station UIS 39/40 of UA) Act.

He had been apparently picked up by the police for addressing an election rally at Yumnam Leikai in support of Thounaojam Brinda, a candidate of Yaiskul Assembly Constituency in the last general election of the Manipur Legislative Assembly.

However, the police had vehemently denied that he was arrested for giving a speech at the poll rally. According to the police report, Bimol was not arrested for giving a speech at the rally.

During the course of inquiry, MHRC was of the opinion that Bimol was not at all a member of KYKL and was also having no connection with the outfit. MHRC gave the order under section 18(c) of the Protection of victim arrestee.
