Manipur Govt caves in, issues order on implementation of UGC 7th Pay for college teachers

Interestingly, no representatives of FEGOCTA, the college teachers association which has been boycotting online classes and examinations from July 1, were part of the order handing over function on Saturday.

Days after government-run college teachers of the state resorted to boycotting online classes and examinations, the Manipur Government on Saturday issued an order for the implementation of UGC 7th Pay for the college teachers. 

In a simple handing over of the order function held at the Conference Hall of education minister S Rajen Singh, the minister handed over the government order for the implementation of UGC 7th Pay in the state to the representatives of AMCTA, as per DIPR Manipur. 

Rajen Singh said that the MOU signed between the representatives of AMCTA, FEGOCTA and the government has turned practical. He appealed to the agitating college teachers to come back to their normal duty as the matter has been settled and their demands have been met. Normal online classes should be resumed now in the larger interest of the students, the minister added. 

The minister mentioned that the representatives of AMCTA and FEGOCTA met chief minister N Biren Sing on March 6, 2021 in the presence of the education minister, chief secretary and other high-ranking officials in this regard. During the meeting six points of modalities for payment of revised pay were agreed upon, the DIPR release added. 

Minister Rajen informed that the date of implementation of the revised pay shall be notionally with effect from January 01, 2016 with actual cash payment from July 01, 2021. There will be no payment of arrears for the period from January 01, 2016 to March 31, 2019. Arrears for the period of April 01, 2019 to June 30, 2021 shall be deposited into the respective GPF Accounts of the employees which can not be withdrawn for the period of three years or till retirement whichever is earlier.

The minister further maintained that for those teachers covered under New Pension Scheme, arrears shall be released in three equal installments, first in July, 2021, second in July, 2022 and third in July, 2023. Arrears for expired or retired teachers shall be paid in one-time installment. An order has been issued by commissioner (Hr & Tech. Education) M Harekrishna in this regard. 

Commissioner (Hr & Tech. Education) M Harekrishna, director Education (U) Rangitabali Waikhom, deputy secretary, Hr. & Technical Education, Ch Sachi, president and secretary, AMCTA were also present during the ceremony, the release added.
