KDCC calls for implementation of Article 371C for proper functioning of HAC

Observing the 49th anniversary of the Indian President’s order dated June 20, 1972 for constituting of HAC, the KDCC dubbed the order as an order for emancipation of the Tribal people of Manipur by way of the provisions under the Constitution of India.

The Kamjong District Co-ordination Committee (KDCC) has appealed to the tribal MLAs to fully implement the provision of Article 371 c for proper functioning of Hill Area Committee (HAC) in the interest of the tgribal people. It also appealed to the government of Manipur to refrain from interfering for proper functioning of the HAC.

Observing the 49th Anniversary of the Order of then President of India VV Giri of dated 20th June 1972 for constituting of HAC under the Provision of the Article 371 C of the Indian Constitution, the KDCC dubbed the order as an order for emancipation of the Tribal people of Manipur by way of the provisions under the Constitution of India.

While honouring the Order of the President, the Committee expressed deep concern over the non-execution of article 371 C of the Indian Constitution by the tribal MLAs under the banner of HAC though there is a separate policy for development and welfare of the hill/tribal of Manipur with provisions for local self-government.

“The non-execution of article 371C of the Indian constitution by the tribal MLAs with nefarious interferences by the state government of Manipur has become the main factor of the overall de-development of the Hill areas of Manipur”, it said.
