JTSA blames Hills MLAs for non-passage of ADC Bill, 2021 in Assembly, demands resignations

Joint Tribe Students’ Association (JTSA) on Thursday demanded resignations of Hills MLAs on moral ground for failure to table Manipur (Hill Areas) Autonomous District Council Bill, 2021 in the recently concluded 13th Session of 11th Manipur Legislative Assembly. The bill could not be tabled due their weakness, it said.

Addressing the media at a Hotel Daani Continental in Thangmeiband Maisnam Leikai, JTSA joint secretary Jenthui Gangmei said civil society organisations based in Hill districts had urged MLAs from Hills to push for tabling of Manipur (Hill Areas) Autonomous District Council Bill, 2021 in 13th Session of 11th Manipur Legislative Assembly. However, MLAs representing Hills failed to fulfill wishes of the Hill people due to their indifferent and irresponsible attitude, he said.

Stating that there is no use for incompetent MLAs, Gangmei said they must resign on moral ground.  

JTSA joint secretary Jenthui Gangmei lauded the Manipur government for initiating development projects in Hill districts under ‘Go To Hills’ programme. While admitting that the Manipur government has taken up various projects in Tamenglong district too, he lamented poor quality and delay in completion of some projects.

He alleged that some projects were inaugurated before their completion. Citing Multi-Crore Water Project Tamenglong gi Carpentry as an example, he said the project was inaugurated by Manipur chief minister N Biren Singh during his visit to Tamenglong. However, the water project failed to complete till now. It is not ready for use to the public and is reported that most of the water reservoirs are leaking, and pipes are poorly laid, he added. He urged the authority to conduct proper scrutiny while carrying out development works.

Jenthui Gangmei expressed strong opposition to the ongoing recruitment process to fill up vacant posts in ADCs when all ADC of hill districts remained dissolved. In 2019, applications were sought for recruitment of various posts in ADC. However, the process was deferred due to Covid 19 pandemic, he said. He urged the authority to initiate the recruitment process when ADCs are formed.
