Heirok Killing: MHRC takes up suo-motu case

The news reports also contained allegations and counter allegations against the workers of present MLA of Heirok AC Th Radheshyam, and former MLA of Heirok AC Moirangthem Okendro, the commission observed.

The Manipur Human Rights Commission has taken a suo-motu case of the unfortunate killing of a student in Heirok assembly constituency in a poll related violence on Thursday. The commission will make a spot visit at Heirok on December 26, 2021 at 11.00 am in order to get first-hand information about the incident.

The suo-mata proceeding of the case (MHRC SUO-MOTU CASE NO. 10 OF 2021) was taken up on the basis of daily newspaper reports published by different media houses of the state.

Some unidentified miscreants fired indiscriminately in a Heirok Village. In the firing, a fifth semester student of Thoubal College, Ningthoujam Rohit aka Kunou (21) and his father N. Premchandra Singh of Heirok Part-II Mayai Leikai sustained bullet injuries. Both of them were taken to Raj Medicity Hospital. Rohit succumbed to the bullet injury on the way to Hospital. Premchandra was admitted to the Hospital in critical condition.

The news reports also contained allegations and counter allegations against the workers of present MLA of Heirok AC Th Radheshyam, and former MLA of Heirok AC Moirangthem Okendro, the commission observed.

“Hence, this suo-motu case is taken up under Section 12 of the Protection of Human Rights Act, 1993 to ensure right to life and personal liberty of the citizens of this State particularly the villagers of Heirok,” the MHRC stated in its order.

Chief Secretary, Government of Manipur; Director General of Police, Manipur; District Magistrate. Thoubal; Superintendent of Police, Thoubal District; Officer-in-Charge, Heirok Police Station; present MLA of Heirok AC Th Radheshyam, and former MLA of Heirok AC Moirangthem Okendro, are the respondents in the case.

MHRC directed Chief Secretary, Government of Manipur; Director General of Police, Manipur; District Magistrate. Thoubal; Superintendent of Police, Thoubal District; Officer-in-Charge, Heirok Police Station to submit their action taken report to this Commission on or before 30 December January, 2021.

The commission also asked the present MLA of Heirok AC Th Radheshyam, and former MLA of Heirok AC Moirangthem Okendro, to submit their responses to the Suo-motu proceeding.

The matter has been listed on December 30, 2021 for the next proceeding.
