The Primary Health Sub Centre (PHSC) at Phungcham village under Ukhrul district of Manipur is in a terrible state of negligence. Constructed haphazardly, the premise of PHSC is covered with bushes and the building is without any attendants.

Speaking to this correspondent, Village Development Council of Phungcham Village, Ngathingkhui Horam stated that “only two pillars are standing at the gate and the premise is without fencing. The toilet is constructed haphazardly with no septic tank and outlet connection. There is no water pipe connection. No overhead storage and reservoir facilities. The building has no power connection. Only one room with a ceiling is also leaking. The external wall has been painted whereas the internal wall is yet to be done. Broken windows need repairing”.

Ngathingkhui Horam on behalf of the villagers appealed to the concerned authority to kindly look into the matter at the earliest looking at the greater interest of the villagers and neighbouring villages.

It is learnt that the Quarter Type II is being constructed at a cost of Rs 63 Lakh by MDS under NABARD. The Wellness Centre is being constructed without fulfilling the given criteria added Ngathingkhui Horam.

Phungcham is located around 26 km away from Ukhrul district headquarters. With the unfinished health centre giving no relief to the locals, also the neighbouring villages like Paorei, Varangalai and Peh have to seek medical attention at Ukhrul or elsewhere.
