Concerned Tribal Citizens Forum (CTCF) on Saturday submitted a representation to La Ganesan, the Governor of Manipur seeking his intervention on the “execution” of Article 371C of the Indian Constitution of India in the Hill Areas of Manipur through the Hill Area Committee (HAC) of Manipur Legislative Assembly.

In the representation signed by CTCF general secretary Ngatangmi Hungyo and advisor Ashang Kasar said that the tribal forum which is constituted with members from ten Hill Districts of Manipur sought “prompt action” on the issue.

CTCF informed that the Special Provision of the Indian Constitution under article 371C only in respect to the State of Manipur by the Order of the President of India the late VV Giri dated June 20, 1972 Constituting the Hill Area Committee (HAC) for the Tribal People of Manipur has not been executed in “spirit and principle” since its inception due to “nefarious interferences” by the Manipur government.

“There is a total failure of this Article within the Manipur Legislative Assembly for the last fifty (50) years. Therefore, your Honour the Guardian of the Tribal People of Manipur under the Special Provisions of Article 371C of the Indian Constitution is implored upon to immediately intervene and pave the way for the execution of this Article through the Hill Area Committee of Manipur Legislative Assembly”, said the representation.
