Seven days after announcing Imphal East and Imphal West as a containment zone, the Manipur Government on Thursday announced the whole revenue jurisdiction of Churachandpur District as a containment zone with immediate effect for a period of seven days, suspending all activities and movements of persons, except some permitted activities.
The district magistrate of Churachandpur in its capacity as a chairperson of the District Disaster Management Authority has issued an order to this effect.
The order imposed a complete ban on movements of all vehicles except those that are exempted.
The permitted activities are:
- Movements of all goods vehicle including vehicle carrying oxygen/oxygen cylinders, LPG, oil tankers, and vehicle of others essential services like power supply, garbage collections, water supply, PDS etc.
- All healthcare facilities including animal’s healthcare, hospitals, clinics, nursing homes and movements of healthcare workers.
- All pharmacies including those selling veterinary medicines.
- All persons going for COVID-19 vaccination (45+ above) & frontline workers, COVID testing and medical emergencies subject to production of valid documents.
- All essential services like, drinking water, power, waste/garbage collection, public distribution system, etc.
- All vegetable, fish/meat vendors, shops dealing with essential commodities/items required for daily used/consumption only (Except Nute Bazar, Zenhang Bazar, Nute Kailhang Tuibong, Damkam Bazar & New Bazar), milk booth from 6 am to 12 noon with strict social distancing and all COVID appropriate behaviour. Shops dealing with durable consumer’s goods are to remain completely closed.
- All locals’ groceries shops/stores deal with essential commodities/items required for daily used/consumption only for purchase by locals from 6 am to 12 noon.
- Petrol pump will remain open as usual, while ensuring there is no crowding.
- All establishment and personnel relating to print and electronic media, telecoms service providers and approved project works requiring completion by specified deadline
- Hotels for lodging will be allowed to remain open with minimum staff. Restaurants to be closed.
- Food deliveries service providers and groceries delivery services providers are permitted.
It has been observed with great concern that the numbers of positive cases of COVID-19 continued to rise unabated and this has necessitated additional stringent measures to check the spread of infection in the district without resorting to complete lockdown, the order stated. .
Superintendent of Police and CEO ADC to tie up for necessary announcement for restriction of vehicular movement and closure of shops respectively. The Superintendent of Police will also put up an adequate number of check posts at strategic locations to ensure compliance. For strict compliance, any persons found to be in violation will be prosecuted as per relevant provisions of the NDMA Act 2005, the order warned.
