The Government of India has reintroduced the Protected Area Permit (PAP) regime in the Northeastern states of Manipur, Nagaland, and Mizoram, marking a significant shift in the region’s accessibility to foreign nationals. The decision, which came into effect recently, requires all foreign nationals to obtain special permits to visit these states, a mandate that had been relaxed earlier as part of efforts to promote tourism and cultural exchange in the region.

The Protected Area Permit (PAP) is a special provision under the Foreigners (Protected Areas) Order, 1958, which restricts the entry of foreign nationals to areas deemed sensitive due to security concerns, ethnic diversity, or geopolitical reasons. The Northeastern states, including Manipur, Nagaland, and Mizoram, have historically been under the PAP regime due to their proximity to international borders and the presence of insurgent activities.

The reimposition of PAP comes amidst heightened ethnic tensions and violent clashes in Manipur since May 2023, which have destabilized the region. The decision is seen as a precautionary measure to control the movement of foreign nationals in areas where the security situation remains volatile.

Reports suggest that renewed insurgent activities and fears of external influences contributing to instability may have prompted the move. The government has also cited the need to protect sensitive cultural and ethnic dynamics in these states.

The first implications of the move would be felt by the tourism industry which had seen an upward trend two years back in Manipur, Nagaland, and Mizoram. The regions unique cultural and natural attractions were the main attractions. PAP would now deter international visitors. However, the thinking emanating from New Delhi seems to be focused on geopolitical considerations. These states share borders with Myanmar and Bangladesh and are often linked to cross-border armed militancy, trafficking and narcotics. New Delhi hopes that PAP regime will help monitor and control the movement of foreign nationals, ensuring national security.

It may be recalled that the PAP regime was relaxed in 2018, allowing foreign nationals to visit these states without special permits, with certain exceptions for security-sensitive areas. This decision was aimed at boosting tourism and integrating the Northeastern region with the rest of the country. However, the current security scenario has reversed that policy. The reinstatement of the Protected Area Permit regime underscores the government’s focus on national security and maintaining order in sensitive regions. However, it also raises questions about the long-term impact on the region’s integration, tourism prospects, and the rights of local communities.
