Oting Massacre: Nagaland SIT only for Dec 4 killings, separate probe for December 5 incident

Despite facing many challenges in bringing a “logical conclusion” to the incidents, there were still some “confusion” being created with regard to the SIT and the district level investigation team.

Special investigating Team (SIT) is probing only the December 4 killing that happened in Oting-Tizu, Mon district, Nagaland. A district level team is investigating the December 5 as a “separate regular case as FIR has been lodged at Mon, Police Station” and state government was yet to reveal the team or the officer heading the December 5 incident.

A reliable source told TFM that that a separate district level inquiry team was formed headed by a competent uniformed officer for the December 5 killing. He added that despite facing many challenges in bringing a “logical conclusion” to the incidents, there were still some “confusion” being created with regard to the SIT and the district level investigation team.

It was further clarified that the December 4 and 5 incidents were different wherein separate FIRs were lodged and investigations are on with different procedures. The December 5 incident follows the mandated procedures under CRPC to ensure a “logical conclusion”.

When contacted to get some inputs with regard to last December 4 and 5 incidents at Oting-Tizu and Mon town, a source from Mon who did not want to be named told this correspondent that a “sou moto” case has been registered at the nearest Police Station.

Terming that December 4 and 5 cases were different, the source further disclosed that the victims of both the incidents were included as “14 victims” (13 in Oting, 1in Mon) keeping in
mind that compensation due should be acknowledged as from within Mon district.

It may be mentioned that the SIT constituted by the Nagaland government to purportedly probe the Oting killings (Both December 4 and 5) where 14 innocent civilians were killed by the security forces. On January 13, while throwing some lights on the progress of the investigation, it was disclosed that the SIT was awaiting the forensic reports from the Central Forensic Science Laboratory (CFSL) in Guwahati and Hyderabad, and National Institute of Electronics & Information Technology (NIELIT) in Kohima.

The SIT statement followed Nagaland chief minister Neiphiu Rio informing the media that the SIT, which was given a month’s time to complete its investigation on the killing of 14 civilians by the security personnel, was awaiting forensic lab results for finalizing its final report.

ADGP (Law and Order), Sandeep M Tamgadge, is supervising the probe assisted by a host of officers — DIGP (CID), Roopa M, SP (Crime and PRO), Manoj Kumar, Additional SP (Cyber Crime), Tulaka, and Additional SP (Cyber offenses), Michael Yhome. Meanwhile, it was also learnt that the “Court of Inquiry” was to be submitted on Saturday.
