KCP Marks 45th Anniversary, Highlights Key Challenges; Calls for Unity

The proscribed Kangleipak Communist Party (KCP) has emphasized the need for unity, rational discourse, and systemic reforms to safeguard the “unique civilization” of Kangleipak (Manipur). This was stated in a press release issued on the eve of its 45th anniversary, addressing pressing challenges faced by the region and urging collective action.

The statement, released by Party Chairman Ibungo Ngangom on behalf of the Politburo Standing Committee referenced the ongoing conflict between the Meetei/Meitei and Kuki-Zo communities, which escalated on May 3, 2023. It criticized “ethnically charged but stupid claims” over land ownership, asserting that Kangleipak “belongs not only to the Meetei/Meitei community but also to the Naga and Kuki-Zo communities.” However, it stressed that domiciliary rights should only apply to families with a “genuine history of settlement prior to 25 October 1949,” calling this a “rational requirement” rather than xenophobia.

Narcotics Crisis and Deforestation

The KCP highlighted drug abuse and narco-trafficking as critical threats, exacerbated by the region’s proximity to the Golden Triangle. It condemned the “deep-rooted nexus between drug lords, corrupt officials, and armed Kuki-Zo groups,” linking poppy cultivation to massive deforestation. The party proposed a “special anti-narcotics task force” involving civil society organizations (CSOs) and Meira Paibi groups, alongside rehabilitation programmes and a social ban on “gateway substances” like Talab and Bombay Pan Masala.

Fragmented Civil Society and Moral Decline

KCP lamented the “prolonged divisiveness” among CSOs and armed groups, which it claimed undermines efforts to tackle shared challenges. “Competition for socio-political influence… has led to an erosion of trust and proliferation of parallel power structures,” it stated, urging a “unified front” for socio-economic development.

Instead, it advocated for digital literacy and mental health support.

Gratitude and Ideological Commitment

Concluding the statement, Ngangom expressed gratitude to the people of Kangleipak for their support. The statement reaffirmed the party’s “unqualified faith in the scientific socialism of Karl Marx.”
