As the nation observed its 76th Republic Day on Sunday, Nagaland governor, La Ganesan, along with Nagaland chief minister Neiphui Rio, flagged off the Chief Minister’s Mobile Operation Theatre (CMMOT) from the Secretariat Plaza, Kohima.
It is said that the CMMOT was established to deliver advanced surgical and healthcare services to rural and remote areas of Nagaland.
Equipped with state-of-the-art keyhole surgery capabilities, it aimed to enhance access to specialised medical care, promote health equity, and reduce healthcare disparities in remote areas. CMMOT also features a fully equipped mobile surgical unit, portable diagnostic tools such as ultrasound, X-ray, endoscopy, and blood testing equipment, along with instruments for minimally invasive surgeries.
A medical team from KOHIMAS Hospital, with support by doctors from both private and government healthcare establishments committed to serving underprivileged communities, would ensure delivery of high-quality healthcare services directly to the doorstep of those in need.
The MOT would provide life-saving interventions and serve as a model for innovative healthcare delivery, effectively bridging the gap between urban medical facilities and the healthcare needs of remote populations.
Ganesan paying tributes to the leaders who had fought and sacrificed during the freedom struggle, reminded everyone of their responsibility to achieve higher ideals enshrined in the Constitution of India.
Making a statement that the Nagaland government has worked tirelessly to live up to the ideals, the governor said that it is in line with the spirit enshrined in the Constitution that the state government submitted its comments on the third draft of the “Memorandum of Settlement” in respect of the proposed Frontier Nagaland Territorial Authority (FNTA) to the ministry of Home Affairs.
He also mentioned that substantial progress has been made on the matter, and hoped that remaining concerns of the ENPO are addressed in the same spirit of brotherhood while adding that the Nagaland state government has left no effort in order to resolve the long pending protracted Naga political issue.
On education in the state, La Ganesan said that the state has been taking many initiatives in the education sector, and that the central information portal tagged “Education Information Management System (EMIS)” containing comprehensive data of all students, teachers, schools, and education offices in the state, is being developed by NECTAR in collaboration with departments concerned, and added that during the years 2024-25, pre-primary/early childhood care and education was integrated in 1,723 government schools; the SCERT has developed Teacher Learning Materials and documented audiovisual in five schools for supporting the implementation of the new Nagaland Early Childhood Care and Education Curriculum.
CMHIS coverage in the state
The Nagaland governor mentioned that a total10,317 patients have benefitted from the CMHIS scheme, with 14,670 treatments amounting to Rs 59.77 crore undertaken during the financial year 2024-25.
Currently, 65 hospitals each from within and outside the state have been empanelled under the CMHIS.
He informed that under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY), 76 hospitals are empanelled within Nagaland and a total of 21,415 individuals have been benefitted from the scheme, with 26,559 treatments undertaken, amounting to Rs 49.13 crore during.
Ganesan also said that under the Chief Minister’s Universal Life Insurance Scheme (CMLIS), a budget allocation of Rs 15 crore was made, and 13 families have availed themselves of insurance benefits under this scheme till December 10, 2024.
Rs 100 lakh per A/C under LADP
The Governor went on to add that from the annual plan 2024-25 onwards, the Nagaland government has decided to allocate Rs 100 lakhs per assembly constituency for the implementation of “iconic projects” under Local Area Development Programme (LADP) while a significant allocation of Rs 10 crore was made under the Chief Minister’s Corpus Fund (CMCF) to foster education, entrepreneurship, and skill enhancement across different sectors.
He said at present, under the North Eastern Council (NEC), there are 74 ongoing projects in various sectors at different districts/locations in the state.
The Nagaland Startup Portal is currently hosting 330 startups, leading to the creation of over 1000 jobs and generated approximately Rs 58 crore in turnover during the fiscal year 2023-24.
IWBGP App on smart farming to be launched shortly
Under the Digital Agriculture Mission, development of an integrated web-based geo-portal and mobile application based on geo-cloud-orientated architecture and smart farming concepts using drone technology, IoT, GIS, and remote sensing is being undertaken and will be launched shortly said the Nagaland governor.
He said as of October 31 last year, a total of 2,21,931 farmers have benefitted under the PM-KISAN, and under the Mission Organic Value Chain Development for North East Region (MOVCDNER), the state has covered a 30,500 ha area under organic cultivation and has benefitted 31,104 farmers.
Under National Mission on Edible Oils–Oil Palm (NMEO-OP), the service providers—Godrej Agrovet Limited (GAVL) and Patanjali Foods Limited (PFL)—have purchased 130 MT of Fresh Fruit Bunches (FBB), he informed.
The Department of Rural Development, under MGNREGA has generated 57.09 lakh person-days of employment as of January 6, 2025; 1.84 lakh households covering 1.88 lakh individuals were given employment at an average of 31.3 days.
Lakhpati Didis
La Ganesan has also informed that under the Nagaland State Rural Livelihood Mission (NSRLM), 30,456 SHG members have been identified as potential “lakhpati didis”.
He said under the PMAY (Gramin), out of the cumulative target to construct 48,830 houses in the current year 2024-25, 40.8 percent of the target has been completed while the remaining is expected to be completed by the end of this financial year.
Sharing his thought on the department of water resources, he said that the department has successfully completed 29 water harvesting structures/water harvesting ponds in five districts.
On the “DREAM Nagaland”, the governor went on to share that the project is being initiated to support PwDs and added that the department of Skill Development, Employment and Training, in order to support people with disabilities (PwDs), is rolling out the ‘DREAM Nagaland project (Disability Research, Empowerment, and Accessibility Mission).
He also mentioned that the project would streamline PwD registration at employment exchanges, align training with their aspirations, and assess their awareness of government programmes to offer better support.
Under the PMAY (urban), the governor said that till date, out of 29,973 beneficiaries, 85 percent of beneficiaries have completed house construction.
Under the Rajiv Awas Yojana, rental housing projects for the urban poor have been completed in Chümoukedima town and Medziphema town, while stating that the project in Tseminyu town is expected to be completed by March this year.
