Rizan Long has expressed dismay with the condition of roads in Raizan Area of Kamjong Sub-Division. The long has also accused the responsible contractors of failing to follow the laid down criteria as mentioned in the PMGSY guidelines.
In a press release, Rizan Long president Zingshongam Kashau informed that a an inspection team consisting of members from the organisation went on a tour and checked the qualities of the roads build under PMGSY in various parts at Raizan Area, Kamjong Sub-Division. However, the team found most of the works poorly executed and not to the satisfaction of the general public of this area, said the release.
“The government of India had sanctioned a series of packages amounting to crones of rupees for construction of roads linking different villages under this flagship programme. In all this work programs implemented so far the concerned contractors failed to fulfil the laid down criteria as mentioned in the PMGSY guidelines” said the Rizan Long president.
The shoddy implementations of these roads constructed in various parts of the Kamjong Sub-Division led the Raizan Long, the prominent civil body to undertake the survey. The inspection team also appealed to the concerned minister for “immediate and urgent attention” so as to take the contractors to task for not fulfilling the parameters laid down in the work programmes.
The roads inspected by the team include Kangpat Khullen to Choro: Package No. MN09212 PHASE-XI, 14 Km. (Contractor- Mingyao Ruivanao), Kangpat to Choro: Package No.MND9198 PHASE-XI, 16 Km. Cost 731.37 Lakhs. (Contractor- Mingyao Ruivanao), Chassad/Kamjong to Kultuk/Molvallup: Package No. MN-KSM0901 (A), MN09194 PHASE-XI, 14 Km. Cost Rs.591.00 lakhs. (Contractor Paokholun Mate executed by EE Div-II (UKL) R&D/MSRRDA, government of Manipur and Sampui to Ningthi: Package No. MN-KMJ0901 (A), MN D9152 PHASE-XI, (Contractor M/S HVS Construction Private limited), said the release.
The Rizan Long also accused the contractor and his men of compromising with the qualities of the work assigned to them. “The widening of the route is not up to the mark as laid down in the guidelines. Only SO% of the necessary and requisite works were done as laid down in the guidelines. The works were poorly executed and severely compromised the qualities of the work assigned under this work programme”, said the release.
The works of the above mentioned roads were completed in 2020-2021 and now the roads are being maintained with the help of maintenance fund. However, the inspection team could not find any blacktopping even for a few meters on the above mentioned PMGSY roads. The roads are already in a deplorable condition not usable during rainy season.
