Deadline ends, FEGOCTA begins boycott of online classes, examinations

As June 30 deadline got over and the state government failed to issue the orders, Federation of Government College Teachers’ Associations, Manipur (FEGOCTA) on Thursday went ahead with its doycott of online classes and examinations in the Government Colleges including those in Dhanamajuri University. “The 6th FEGOCTA agitations will continue until orders of 7th UGC Pay and Regulations, 2018 as per MOU of 6th March, 2021 are issued,” said the federation in a press statement.

Meanwhile, Adhoc Committee of the Constituent Colleges of Dhanamanjuri University endorsed and supported the decision of FEGOCTA to boycott online classes and examinations. A decision was reached at the meeting of the Committee held at DM College of Arts on Thursday.

“FEGOCTA had on June 20 submitted a letter requesting the Education Minister, Chief Secretary etc. to issue the orders by June 30 and honour MOU of 6th March, 2021.  The painful decision is against discrimination, repeated betrayals and delaying tactics to the government College teachers since 2017,” said the federation.

It further said as a national policy on November 2, 2017, 7th UGC Pay was adopted for the College teachers in India. UGC adopted UGC Regulations, 2018 on July 18, 2018 for the colleges and universities in India. After the 5th FEGOCTA agitation, the first Cabinet approval was given on November 20, 2019 and 4th Cabinet approval on March 27, 2021, it added.

The federation raised volley of questions — Why no Orders were issued during the whole month of April, 2021 before May 2021 Covid-19 restrictions? Why it is taking so many years to implement national policy of UGC in Manipur? Who will take the responsibility of the failure to implement the 4th Cabinet approvals and MOU including of 6th March, 2021? Is blaming the college teachers the answer?

It said due to lack of understanding of UGC Regulations and their non-implementations, the emerging belief is that anyone can become College teachers. UGC Regulations have never been adopted completely for the Colleges in Manipur, it added.

For FEGOCTA, implementation of both UGC Pay and Regulations are one of the key means to transform present disturbing collegiate education in Manipur. Despite claim of high salary, college teaching profession is not the first choice among the students and parents, said the federation

Stating that for the government school teachers no 7th pay is given due to ‘pay anomaly’ despite orders since July, 2019, the FEGOCTA said there is for and against debate to give salary to private school teachers during Covid-19 pandemic. It asked where is the priority on education and respect for teachers in Manipur by society, governments, politics, political parties and stakeholders.
