In her letter to the Chief Justice of Manipur HC, Tampha alleged that her father was not produced before the concerned court within 24 hours. The MHRC directed the DGP of Manipur to direct the superintendent of police of Imphal West to submit an inquiry report by December 20.

Yumkhaibam Tampha has moved the High Court of Manipur and the Manipur Human Rights Commission regarding the alleged arbitrary arrest of her father Yumkhaibam Bimol by Manipur police.
The Manipur Human Rights Commission on Thursday directed the DGP of Manipur to direct the superintendent of police of Imphal West to submit an inquiry report regarding the alleged arbitrary arrest of Yumkhaibam Bimol Meitei on or before December 20.
The commission has taken up a case — MHRC Complaint Case Number 159 of 2021 — after Bimol Meitei’s daughter Y Tampha filed a complaint petition. The case has been taken up under Section l2 of the Protection of Human Rights Act.
In her complaint petition, Tampha alleged that her father Yumkhaibam Bimol Meitei was arrested and illegally detained on fabricated charges. She further alleged that some police personnel came to her house in civilian clothes and whisked away her father without providing any reason/explanation except that they were ordered by the superintendent of police of Imphal West.
“This is a serious matter and shows blatant abuse of power by the police,” MHRC observed. The matter has been listed on December 20 for the next hearing.
On the other hand, Tampha on Wednesday wrote an application/letter to the Chief Justice and his puisne judges, requesting immediate intervention to the concerned authority, alleging that her father’s arrest was a “flagrant violation” of human rights/laws.
Alleging that the police personnel who arrested her father did not provide any arrest warrant at the time of arrest, in the letter, Tampha said that her father was not produced before the concerned court within 24 hours.
“We went to the Imphal West Commando Complex on the same day (of the arrest) at around 9:30 am, but we were not allowed to meet nor communicate with my father,” she added.
It may be mentioned that, according to Tampha, while arresting her father, one of the police personnel told Bimol that his “biggest mistake” was going to another assembly constituency and speaking at the public meeting of Thounaojam Brinda, an aspiring candidate from Yaiskul assembly constituency. While police had claimed that Bimol is an “overground worker” of the proscribed outfit Kanglei Yawol Kanna Lup (KYKL), the outfit on Wednesday clarified that it has no connection with Bimol and does not know who he is.
