Youth’s Forum for Protection of Human Rights (YFPHR) urged chief minister N Biren Singh to direct the Manipur Government to review order No. H-1601/6/2020-HD dated May 6, 2021 issued by chief secretary & chairman of the State Executive Committee, Government of Manipur and to insert a clause allowing the bank transactions for the NGOs of the state so as to assist the activities of the government in the best interest of the people.
YFPHR in a representation on Monday drew the attention of CM Biren with regard to restrictions made to allow only the government Transaction in all the banks in Manipur.
The May 6 order mentioned that “Bank Branches shall remained open from 10:00 AM to 2:30 pm only for Government Transactions and Transactions related to COVID-19 management and Government Projects/ urgent matter.”
“We understand that to curb the Crisis of the 2nd wave of Covid-19 it is the priority of the government and we highly appreciate the initiative to save the lives of its citizens. Like the government responsible to protect its citizens it is also the responsibility of the NGOs operational in the state of Manipur to contribute to the work of the government, however, in the above order’s restriction made to allow only the government transaction is hampering various activities of the NGOs,” the representation stated.
YFPHR contended that bank transactions are required — to conduct relief work for the daily wage earners such as women street vendors, labors, rickshaw pullers, fisher folks, commercial sex workers, private passengers vehicles drivers, differently-abled, pregnant mothers etc.; to release advanced salary for the staff for their family managements during the curfew; to provide economic support for the women survivors of violence against women during Covid crisis; to provide financial support for the most vulnerable section of the society who are in need of urgent medical attention and medication.
