The employees of the Manipur State Power Company Limited (MSPCL) and Manipur State Power Distribution Company Limited (MSPDCL) renewed their agitation demanding the implementation of the 7th Pay scale of all the employees. On Thursday, the employees staged a sit-in near Haipou Jadonang Park, Keishampat.
On January 3, the employees submitted a representation to Prime Minister Narendra Modi drawing immediate attention and intervention for adoption of 7th Pay (ROP-2019) to all the employees of MSPCL and MSPDCL immediately, against the “injustice” meted out to the employees.
The Government of Manipur had restructured the erstwhile Electricity Department of Manipur (EDM) into two functionally independent state owned Companies viz. Manipur State Power Company Limited (MSPCL) and Manipur State Power Distribution Company Limited (MSPDCL) with effect from February 01, 2014.
The employees who were newly recruited as regular employees of MSPCL and MSPDCL and the employees who were regularised (including Muster Roll and Work Charged of MSPCL and MSPDCL employees) after the corporatisation are not getting the benefit of 7th Pay (ROP-2019), whereas the employees of Electricity Department Manipur (EDM) who are on deputation to MSPCL and MSPDCL are getting 7th Pay (ROP-2019), the representation stated.
“By a Cabinet Meeting of the Government of Manipur held on September 4, 2021, it was clearly
mentioned that the employees of MSPCL/MSPDCL including the employees of Electricity Department Manipur was approved to provide 7th Pay (ROP-2019).”
But at the time of issuing the convey approval of the government dated December 31, 2021 signed by the under secretary (Power), Government of Manipur, the employees of MSPCL and MSPDCL were excluded, it added.
“Such improper convey approval of the government is unfortunate and injustice towards the employees and as such the employees of MSPCL and MSPDCL faced irreparable loss which cannot be compensated by money.”
A representative of the employees, Soram Sunnyboy told TFM that the agitation has been organised since January 2 against the discrimination amongst the employees. If the demands are not met before the onset of the election code of conduct, more intense form of agitations including load shedding might ensue, he added.
He also welcomed the stand by the Manipur Electricity Employees Union (MEEU) to join the agitation from January 10.
