Youths Forum for Protection of Human Rights (YFPHR) strongly condemned the gang-rape of a Manipuri widow inside the NIT Campus, Modhutilla on May 9, 2021. The forum urged the Government of Assam to award stringent punishment to the culprits as they conducted a “brutal inhumane act” during this deadly coronavirus pandemic and also to take necessary action against the concerned police station for not conducting medical examination.

Stating that the forum observed negligence from the concerned police station to handle the case as per the rule of law, YFPHR urged the Government of Assam to conduct medical examination immediately and also direct the social welfare department to provide psychological support and compensation to the victim as soon as possible.

YFPHR said that it has been learnt that the incident occurred while the victim was returning home after her scheduled work from a Nursing home. On the way, while she crossed Kendriya Vidyalaya School, she was offered lift by one person on bike namely Kanhai Lal Goala, after being insisted by him on being as a person living nearby basti she agreed to sit on his motorcycle. Taking advantage, she was raped by him along with his two followers, it added.

The release further stated that after returning home, she along with his family members immediately rushed to Gunghoor Police Station. As instructed by Officer-In-Charge of the said station, she was taken to Silchar Medical College & Hospital by women police constable and there she was found to be tested positive for COVID-19 and denied medical examination and is pending till date.

“Delay in medical examination will lead to loss of vital evidence which is negligence on the part of the police and the medical institution,” YFPHR asserted.

YFPHR has already made a written communication to the SP and DC of Cachar District regarding the matter. Further it will write to the DGP and CM of Assam for speedy investigation, it added.
