All Manipur Muslims Students’ Organisation urged the governor of Manipur to review the appointment of Tongbram Bhabeswar as Vice Chancellor of prestigious Manipur Technical University as soon as possible.
The student body on Saturday submitted a representation regarding the “irregularities in the appointment of Vice-Chancellor of Manipur Technical University and Irregularities in the recent recruitment processes of various staffs”.
AMMSO said that the present VC of Manipur Technical University has been appointed “fictitiously” and he is “ineligible and unfit” to occupy the position.
The representation stated that, according to the latest UGC regulations of July 18, 2018, Section 7.3 for the qualifications of Vice Chancellor — one should be a distinguished academician, with a minimum of 10 years experience as a professor and he/she should have minimum of eight research publications in UGC/AICTE/ SCI approved list of journals.
The appointed VC, Tongbram Bhabeswar, has not met any of the above criterias to be eligible for the position of VC of MTU, it added.
The student body further said that he has been working in Government Polytechnic Institute, Takyel, Manipur since 1991 as a Lecturer and further as an Associate Professor of the said Diploma Institute. An Engineering degree College has a huge difference with a Diploma Institute and so the differences in the service statuses, it argued and added that he has never been in the rank of Professor.
AMMSO further said that Tongbram Bhabeswar’s Ph.D is from a non-engineering subject from the Department of History, Manipur University on the tople “Traditional Housing and Architecture of Manipur”. He has not guided any student in any research work, it alleged.
“Moreover, he was unseated by the honourable High Court of Manipur from the position of Principal in-Charge of Government Polytechnic, Takyel since he was ineligible and unqualified as per the norms of All India Council for Technical Education (AICTE).”
The student body maintained that it is a “great surprise” that a person who is even ineligible to be Principal-in Charge of a Diploma institute is appointed as a Vice-chancellor of a Degree College.
