The decision of the villages followed the creation of Chumoukedima district out of Dimapur by the government of Nagaland recently.

14 villages have decided to remain within Dimapur district and have resolved not to join the newly created Chumoukedima district. This follows the Nagaland government declaring the creation of three new districts – Tseminyu, Niuland, and Chumoukedima on December 18 last.
In an memorandum addressed to Nagaland Chief Minister on behalf of the 41 villages, Sema Dimasa Union Dhansiripar (SDUD), Dimapur, H Vekuto Swu, and Aqahuto Tokukuzho Kukami Kuqhakulu (ATKK) general secretary, Benjamin Sema, stated that after deliberation within the respective village/colony councils on December 21 with regard to formation of Chumoukedima, the 41 villages and colonies “shall in no manner be a part or parcel of Chumoukedima district but shall remain within the district of Dimapur”.
The memorandum stated that even before the Nagaland government issued notification on the creation of the three districts, 29 Sumi and seven Dimasa villages under the aegis of “Sema-Dimasa Union”, Dhansiripar sub-division, had expressed their aspiration to stay under Dimapur district through a statement which was submitted to the Deputy Commissioner, Dimapur, on December 16.
It stated that the 29 villages under Aqahuto area, Aqahuto Tokukujo Kukami Kuqhakulu (ATKK) had submitted their resolution on the bifurcation of Dimapur district to the Deputy Commissioner, Dimapur.
The memorandum also stated that 41 villages do not have “any prejudice against any such eventuality provided their villages and colonies remain under Dimapur district”. No “part or portion” of these villages and colonies shall in any manner be made a “part and parcel” of Chumukedima district, said the memorandum.
The 41 villages include Kiyevi, Khehoi, Nihoi, Phushito, Vihuto, K Hetoi, Shokhuvi, Shitovi, Kiyeto, Pimla, Zutovi, Shikuto, Vihoshe, K Xekiye, Lhothavi, Doyapur Sumi Community, Lhokheto Colony, Toshezu, Khekiho, AK Industrial, Pukhaho, Shikato, Shikavi, Jacob, Aliwo, Dhansiripar Sumi Colony, Ahoi, Kakiho, Ghowoto, Tsithrongse, Murise, Singrijan, Khopanala, Manglumukh, Hazadisa, Ghaneshnagar, Doyapur, Dhansipar, Amaluma, Daniel, and Disagaphu.
It may be mentioned that the government of Nagaland has also appointed three new Deputy Commissioners for Tseminyu, Niuland, and Chumoukedima.
