Manipur Police Constable Arrested For Forging Appointment Letters, Duping Job Seekers

During interrogation, 36-year-old Kongkham Pradeepkumar Singh of Thoubal Athokpam Khunou confessed to having issued fake appointment letters for various posts at the Regional Institute of Medical Sciences (RIMS), Lamphelpat, and Manipur University to nearly 17 job aspirants. In doing so, he collected over ₹88 lakh from unsuspecting victims.

In a major breakthrough, the Manipur Police has arrested a serving police constable, Kongkham Pradeepkumar Singh, 36, of Thoubal Athokpam Khunou, for allegedly masterminding a large-scale fake job appointment scam involving forged documents and the duping of multiple victims across Manipur.

According to police sources, Pradeepkumar was arrested on June 17 at around 10:40 an by SI M. Advandkov Singh of Imphal Police Station following an inquiry based on a complaint lodged by Sinam James Singh, Secretary of the Public Grievance Cell, Kangleipak Students’ Association (KSA). The complainant had reported the unlawful detention of Pradeepkumar at the KSA office located in Thangmeiband, where he was reportedly held for allegedly defrauding several individuals.

Subsequent examination revealed shocking details. Pradeepkumar, who is a computer science graduate currently posted at Imphal Police Station, was found to be a long-term absentee from duty. During police interrogation, he confessed to having issued fake appointment letters for various posts at the Regional Institute of Medical Sciences (RIMS), Lamphelpat, and Manipur University to nearly 17 job aspirants. In doing so, he collected over ₹88 lakh from unsuspecting victims.

Further, he admitted to creating forged documents, including fake notifications purportedly issued by the Manipur Police Housing Corporation Limited (MPHCL), complete with counterfeit seals and stamps. He also allegedly duped individuals by taking their four-wheelers under the pretense of exchanging them for new vehicles—an offer that never materialized.

The scope of the fraud came into sharper focus when two victims—Khangchrakpam Herojit (27) of Iram Siphai Mamang Leikai and Thokchom Sonia (30) of Kongba Kshetri Leikai—filed formal complaints at Imphal Police Station. They accused Pradeepkumar of issuing fake appointment letters for LDC posts at RIMS and Manipur University respectively.

During the investigation, ₹50,000 was recovered from the accused. Police have also seized rubber stamp-making materials, including trace paper, allegedly used to fabricate official-looking documents. Several forged documents have been sent to relevant departments for verification, and responses are awaited.

Police suspect that Pradeepkumar was operating in collusion with others. He reportedly mentioned one accomplice—identified only as “Sadam” from Lilong—whose full identity and whereabouts remain unknown. Investigators believe more co-accused are involved and that Pradeepkumar is deliberately withholding crucial information about them and the tools used in the commission of the crimes.

Police said Pradeepkumar exploited his position as a police constable to gain the trust of his victims, even using the Imphal Police Station compound to conduct transactions related to the fraud.

Given the magnitude of the case, the ongoing nature of the investigation, and the accused’s reluctance to cooperate fully, Imphal Police have sought an extension of Pradeepkumar’s police custody for an additional five days—from June 26 to June 30—before the Chief Judicial Magistrate, Imphal West. The extension, investigators argue, is crucial to uncover the full extent of the criminal operation and ensure justice for the many victims who have come forward, with total claimed losses amounting to ₹81.95 lakh so far.

The case has raised serious questions about internal oversight in the Manipur Police Department and the ease with which official platforms and credentials can be misused to perpetrate organized fraud.
