Issue 7th UGC pay slips by Nov 27 or face agitations: FEGOCTA

Although the orders of the 7th UGC Pay and Regulations, 2018 were issued July 3, 2021, the state government has failed to issue the pay slips till date, said FEGOCTA president A Pishak Singh.

Federation of Government College Teachers’ Association, Manipur, on Saturday warned that democratic agitations will be launched, if the state government fails to issue the ‘7th UGC Pay Slips’ of government college teachers by November 27. 

Speaking to media persons at Manipur Press Club, FEGOCTA president Angom Pishak Singh, lamented that the teacher community has been portrayed as a group who are always in the mood for agitations. But we have been compelled by the circumstances, he said and added that the nature of the movements, agitations, etc will be decided after getting the suggestions/decisions from the teachers’ associations of the government colleges of the state.

A meeting of the executive committee of FEGOCTA with the leadership and members of teachers’ associations of government colleges, held on November 12, urged the state government to respect the four cabinet approvals and implement the orders regarding the issue taken by the state government on July 3, 2021. 

The meeting also urged the state government to end the discrimination against the teachers of government colleges of the state. The college teachers in Manipur are feeling discriminated against and demoralised, Pishak said.  

“Even after four months of issuing orders regarding the 7th UGC pay, the state government has failed to issue the pay slips till date,” he said and added that there has been no response to the requests made by FEGOCTA to the concerned authorities including written submission on November 3, 2021. The government failed to reply to the clarifications sought by the AG Office even after two months, he added. 

The FEGOCTA president also maintained that the state government seems to be using delaying tactics on the national policy of 7th UGC Pay approved by the union cabinet headed by Prime Minister Shri Narendra Modi. 

“Why should the government college teachers of Manipur be left out of the Hon’ble Prime Minister’s Sabka Saath, Sabka Vikas and Sabka Vishwas during this election time,” he asked. 

Stating that the college teachers in other states of India including Arunachal Pradesh and Assam were granted 7th UGC Pay in 2018 without agitations, he also said that the same has been granted for other employees of the Manipur government in 2019. 

It may be mentioned that the Government of India approved the 7th UGC pay on November 20, 2017. Following which, FEGOCTA has been demanding the Government of Manipur to implement the national policy of both 7th UGC Pay and Regulations, 2018 since December, 2018. 

The FEGOCTA launched a series of agitations and after the fifth round of agitations, the state government took the four cabinet decisions. Seeing no light on their demands, the teachers’ body launched the sixth round of agitations and finally on July 3, 2021, the orders of the 7th UGC Pay and Regulations, 2018 were issued.
