PM Modi Likely Visit Manipur in Mid-September; State Gears Up for Grand VVIP Visit

While the official announcement of PM Modi’s visit is awaited, sources indicate that the VVIP visit is likely part of a broader tour that may also include Mizoram. The visit to Manipur holds significance given recent efforts to restore peace in a state deeply entrenched in ethnic-conflict.

Government of Manipur is leaving no stone unturned in preparation for the upcoming visit of a Very Very Important Person (VVIP), widely speculated to be Prime Minister Narendra Modi, scheduled for mid-September. The visit is expected to focus on key developmental projects and peace-building initiatives in the region, which has recently witnessed ethnic unrest.

According to a high-level preparatory meeting chaired by Chief Secretary Puneet Kumar Goel on August 30, 2025, the state administration is coordinating a massive effort to ensure the visit is conducted smoothly and securely. The meeting, attended by senior officials from various departments, outlined detailed arrangements for two main venues: Kangla Fort in Imphal and the Peace Ground in Churachandpur.

While the official announcement of PM Modi’s visit is awaited, sources indicate that the VVIP visit is likely part of a broader tour that may also include Mizoram, where the Prime Minister is expected to inaugurate the Bairabi-Sairang railway line. The visit to Manipur holds significance given recent efforts to restore peace and accelerate development in the state.

The state machinery is working tirelessly to ensure that the VVIP’s visit is not only secure but also memorable, reflecting the cultural richness and administrative efficiency of Manipur. All departments have been directed to complete their assigned tasks by September 7–10, 2025, ahead of the anticipated visit.

Security Arrangements

The Police Department, led by the DGP, will handle all security measures in line with the Blue Book protocol. This includes the installation of jammers, sanitization of routes, anti-sabotage checks, crowd control, and social distancing enforcement. CCTV cameras, drone surveillance, and metal detectors will be installed at both venues. Bullet-proof vehicles and traffic management plans are also being arranged in coordination with the Special Protection Group (SPG).

The Horticulture Department will decorate stages and daises with fresh flowers and beautify road medians from the airport to Kangla and from the BSF Helipad to the Peace Ground in Churachandpur. The Public Works Department (PWD) will repair and maintain roads, erect stages, set up LED lighting, and arrange seating for approximately 15,000 people in Kangla and 9,000 in Churachandpur. Temporary offices, green rooms, and portable toilets will be set up, along with power backup systems and air conditioning.

Health, Safety, Protocols

Fully equipped ambulances, dedicated medical rooms at hospitals, and blood arrangements matching the VVIP’s blood group will be made available. Medical teams will be stationed at the airport, Kangla, and Churachandpur. The Public Health Engineering Department (PHED) will provide safe drinking water and mobile toilets at both venues. The Manipur State Power Distribution Company Limited (MSPDCL) will ensure uninterrupted power supply and street lighting.

The Department of Information and Public Relations (DIPR) will manage live coverage, hoardings, banners, and video presentations showcasing government achievements. Webcasting will be arranged to allow live viewing across government offices and public centres.

The Home Department will finalize the invitee list and print invitation cards. The Secretary to the Governor will coordinate reception arrangements, including accommodations at Raj Bhavan if needed. Gifts and mementos for the VVIP and accompanying dignitaries are also being arranged. Various departments will erect welcome gates at strategic locations along the routes, including near Kangla and the Peace Ground.
