KSO, ZSF to take ‘unrestrained action’ if there is no transparency in recruitment for ADC

If there are any loopholes, omissions, inefficiencies, misconduct or mismanagement in the recruitment process, KSO and ZSF said the organisations would take “unrestrained action and the concerned authority will bear the entire responsibility”.

Kuki Students’ Organisation (KSO) and Zomi Students’ Federation (ZSF) have jointly appealed to the relevant authority to ensure “fairness and transparency” in the proposed recruitment process for jobs in ADC-Churachandpur.

In a joint press release, the two organisations said that while the state government is “constantly busy with national, state and local celebrations, the functioning of local self-government (ADC) of hill districts in Manipur is at stake”.

“It is the experience of the people of Manipur that apart from the pending recruitment results in the state, hardly any recruitment processes or notices are initiated but many employees in the government sectors are retiring. This has a very negative impact, especially in the education sector”, said the release.

Given the fact that so many recruitment results are kept in the cold storage of the government, it is “unfortunate that many job applicants have lost their chance to be selected because they have become too old (over age)”. To close this gap, the two organisations have asked the government to announce all pending recruitment results in the state.

In view of the recent announcement of vacancies for the six (6) Autonomous District Councils (ADCs) in the state [Vide No. 1/373/ ADCC-DPC /2020/338], the students’ organizations appealed to the relevant authority “to ensure fairness and transparency in the recruitment process”

KSO and ZSF suggested:

1. That, the number of applicants should be limited to those who can produce a certificate of domicile and Permanent Residencial Certificate (PRC) in Churachandpur district. Domicile and proof of residency i.e., PRC should be strictly checked for applicants who have applied earlier.

2. That, all applicants applying for ADC-Churachandpur should be registered with and supported by the Churachandpur Employment Exchange Office. Applicants registered with and sponsored by employment exchange offices outside the district should be rejected.

3. That, knowledge of at least one of the government recognized local dialects of Churachandpur district should be a mandatory hiring criterion. A test of language proficiency in a dialect should be mandatory, if possible, e.g., in the recruitment examination for ADC primary teachers.

4. That, there has to be a longer period for the recruitment of primary school teachers as the Department of Education (S), Government of Manipur is initiating all the necessary work for Teacher Eligibility Test (TET) 2022 examination [Vide No. {AO /272/TET/2022- DE (S)}dated November 14, 2022]. As we strive for inclusive and fair recruitment, the recruitment process for primary school teachers at ADC should not continue until the outcome of the proposed 2022 TET examination is announced.

5. That, in an effort to ensure transparency and fairness in the selection process, we appeal to the relevant authority(s) to preserve all data (hard and soft) collected from applicants. If necessary, we will verify that the best and most competent applicants are selected by examining the examination records, etc.”

All those involved in the recruitment process “must act very prudently, starting from the staff of the district employment exchange offices up to the highest level of department in the government”. If there are any loopholes, omissions, inefficiencies, misconduct or mismanagement in the recruitment process, KSO and ZSF said the organisations would take “unrestrained action and the concerned authority will bear the entire responsibility”. “Furthuermore, the joint student bodies will not hesitate to take out stern measures such as putting a halt to the recruitment process”, said the joint statement signed by Zomi Students’ Federation (ZSF) President Nengzalian Tonsing, ZSF General Secretary Samuel Khaiminlun Taithul, Kuki Students’ Organisation (KSO) President T Letminlen Haokip and General Secretary DJ Haokip.
