Development works in progress in Chakpikarong unsatisfactory: Behring

As CHC building which was converted from G+1 to G+2, the depth of the foundation which is required for construction of G+2 building was maintained or not is doubtful, he said.

Former Chandel MLA BD Behring has expressed doubt about whether the community health center (CHC) building (G+2) being constructed in Chakpikarong maintained the required depth of the foundation.

Behring, who had visited Chakpikarong to take stock of development works being initiated there on January 12, said the construction of fencing for CHC adjacent to the road seems to lack cement. “Due to the lack of quality, it would not last long,” he added.

Besides, as CHC building which was converted from G+1 to G+2, the depth of the foundation which is required for construction of G+2 building was maintained or not is doubtful, he said.

He appealed to the authority concerned to maintain quality and complete the construction within the stipulated time to give the required benefit to the people specially the sick.

The former MLA also visited the Chakpikarong Higher Secondary School which was upgraded from LP School to ME School to Junior High School to High School and later to the present Higher Secondary level. “At present there are 26 rooms and there are around 318 students in Class V to Class XII, he said.

During the visit he came across the construction of G+1 building as Transit Accommodation for teachers and Medical Staff which began from 2019, he said, adding there he found labourers working hard to complete the construction.

“However, I would like to appeal to the authority concerned to complete the work within the timeframe given in the Work Order,” he said.

Expressing dissatisfaction at the progress of construction of a Science Laboratory and two toilets under RMSA (2018-2019), the former MLA said the construction of toilets under MSDP which started since 2015-2016 but the work has stopped after construction of the pillars and the walls which is around half the work.

“I would like to enquire whether the bill had been enchased or not and further seek to know why the work remained incomplete. The concerned Department should look into the issue,” he said

On the Construction of a Hostel for Tribal Students under the Tribal Development Department, Behring said the ground floor and the construction of pillars for the first floor were found completed but no further construction could be seen as no workers were found at the site.

He further said he was informed that the Contractor had stopped the construction as the Government has failed to pay pending bills for the Contractor. He urged the concerned authority to clarify the truth of such allegations by the contractor and further appealed to the authority to take up necessary steps to complete the incomplete work.

The former MLA further said the Chakpikarong Higher Secondary School has 26 Rooms but out of these rooms 6 (six) rooms had been handed over to the Ministry of Human Resources, Government of India for use by the Kendriya Vidyalaya (KVS)School.

The state government had handed over 8 acres of land to the Kendriya Vidyalaya Sangathan for construction of their school building but as construction of school is yet to begin they are utilizing the rooms of the Chakpikarong Higher Secondary School.

“The higher secondary school is lacking in rooms for the Principal, Vice Principal and Staff Room in spite of having enough rooms of its own,” he observed. “It is also very necessary to construct pucca fencing around the school. Due to the absence of such fencing petty thefts and destruction of property by cows and buffaloes occur very frequently,” he added.

Lamenting poor road condition from Kakching Lamkhai to Chakpikarong, the former MLA MLA said 90-km long Imphal to Chakpikarong road is good till Kakching Lamkhai but the remaining road from Kakching Lamkhai to Chakpikarong is full of potholes and in a very bad shape resulting in the increase in the travel time from 2 hours to 3/4 hours to reach.

He appealed to the government and PWD to look into the matter.
