As per order by the Tribal Affairs and Hills Department, Government of Manipur dated May 17, 2021, the former chairman of ADC was appointed as caretaker chairman of ADC.

Felicitation programme of former chairman ADC-Ukhrul, Yaronsho Ngalung as caretaker chairman of Autonomous District Council of Ukhrul was held on Friday at ADC Office, Ukhrul.
Yaronsho Ngalung in his speech stated that “Excuse after excuse, the Manipur state government has failed to conduct ADC election. I still would like to appeal to the government to conduct ADC elections at the earliest looking at the greater interest of the hill people. I also appeal to my colleagues, former ADC members to kindly extend their continued support even in the days to come”.
He added that the ADC is the right body to decide the utilisation of funds sanctioned under the 15th Finance and not the government and we are not happy with the decision taken by the state government.
He also expressed gratitude to CEO ADC-Ukhrul for filling the vacuum and keeping the administration alive in spite of the absence of elected members.
He reiterated that the government must conduct ADC elections at the earliest if the COVID-19 situation improves.

Former vice chairman of Ukhrul ADC, M. Isaac stated that due to the pandemic, the present arrangement has been made to fill the vacuum that has been created in the grassroot level of government. On behalf of the former ADC members, he appealed to the public to extend undivided cooperation to the caretaker chairman of ADC-Ukhrul.
Assistant deputy commissioner of Ukhrul, David Kashungnao also called upon the public to extend maximum co-operation to the caretaker chairman for smooth functioning of ADC Ukhrul.
The programme was also attended by former executive members, Paothing Vashum, Themreishang Awungshi and Edmund Chiphang.
