G Saparmeina police station PS has registered an FIR against seven persons including proprietor of a rehabilitation centre for alleged wrongful confinement under sections 343/34 IPC. They were booked after a police probe into alleged forcible abduction and detention of drug abusers had indicted them and recommended legal action against them.
According to police, an enquiry into the matter reveals that rehabilitation centre Foundation House, Oinam Sawombung, Samurou, Imphal West and its staffs are indulging in forcibly abduction/picking up of drugs abusers loitering in and around Imphal and Kangpokpi Districts without their family consent and the Individual willingness and thereby wrongfully confining and restraining their movement. This act of forcibly abduction and detention is against the guidelines issued by Manipur Human Right Commission (MHRC) on August 2, 2021
The seven accused persons were identified as Ksh Robert Singh (41) S/O (L) Ksh Tombi Singh of Mayang-lmphal Bazar, Imphal West, Proprietor of the Foundation house; John Langpoklangpam (28) S/O L. Premkumar of Sangaiprou, Mamang Loikai, Imphal West, Co-ordinator in-charge of the Foundation House; Chanambam Lokendro (43) S/O (L) C. Modhumangol of Awang Sekmal, Mamang Leikal, Imphal West Counsellor Foundation House; Sinam Max (26) S/O (L) S Raju of Awang Sekmai, Mamang Leikai, Imphal West District; Noinoi Yumnam (29) S/O (L) Loken of Yumnam Huidrom Samurou, lnphal West District; Khundrakpem Gobin Singh (32) S/O Kh. Ibomcha Singh of Heirok part I, Thoubal District; and Seithanglen Singson (30) S/O Henkam Singson of KholmunLen, P.O — Motbung. Kangpokpi District.
The enquiry was initiated after a complaint filed by one Salam Berlin, Convenor Drug User Federation for Human Rights and justice.
SI G. Saparmeina police station Mangpithang Kilong made an enquiry into the matter by contacting O/C Wangoi PS for spot verification and rescue the victims namely Seiminien Kipgen (20) s/o Shehlen Kipgen of Leimakhong Bazar, Samuel Khongsai (20) s/o Paobol Khongsai of Leimakhong, Bazar and Letlental Dimngel (22) S/O Paojang Dimngel of Leimakhong Bazar fromFoundation House, Oinam Sawombung, Samurou, Imphal West.
As request, O/C Wangoi PS had rescued the victims from the house and also make the house refunded a sum of Rupees 15,000 which was taken from the family members of the victims and the victims were handed over to their respective family member on 29-10-2021 at about 10:00 pm, said the enquiry report.
The report further said subsequently, directions were given to the accused persons to appear at PS for recording their statements and to establish the facts and circumstances of the case. Further, victims and their family members were also asked to appear at the PS for the same purpose.
The report stated that on taking the statements, it comes to light that the above victims were forcibly picked up at Charhajare on 25-10-2021 at about 2:00 pm, who were wrongfully restraint and confined by their volunteers of Foundation House at Foundation House, Oinam Sawombung, Samurou, Imphal West. The volunteers used one Maruti Van bearing Regn. No. MNIK-2635 for transporting and conveying the victims while committing the crime, it added.
